Reliable water doesn't happen by accident. It depends on infrastructure that is properly maintained, monitored, upgraded, and prepared for the future.
As infrastructure ages, LCID must make thoughtful decisions about maintenance, replacement, modernization, and long-term capital planning.
Helen brings direct professional experience in design, construction, operations and maintenance, strategic planning, and emergency management.
She believes the District should:
· Plan proactively for aging infrastructure
· Prioritize critical infrastructure investments
· Improve system resiliency
· Reduce the risk and impact of failures
· Balance immediate needs with long-term infrastructure planning

Helen believes LCID must balance the need to maintain and modernize its infrastructure with the financial realities facing local ratepayers.
That means asking difficult questions:
What needs to be done now?
What can be planned for later?
What will provide the greatest benefit to customers?
How can the District invest responsibly while keeping rates and costs in mind?
Helen will bring an engineering and public-service perspective to decisions about infrastructure, operations, water supply, and long-term investment.

Helen's experience in water utility operations, emergency management, infrastructure, and public health has taught her the importance of preparation, coordination, communication, and decisive action.
She believes LCID should continually evaluate its readiness to:
